Fire Team Alpha Wolf

You are being sent to Arradeas, a formerly lush grassland turned into productive agricultural land. The region was previously known to be subject to daily thunderstorms, but has been tamed since then by newly arrived settlers which brought technology capable of controlling the weather. Over the decades this created tension with the native Aeté people, which are now treated as second class citizens, relegated to manual farm work with minimal pay.

Recently a revolt broke out in the region, characterized by small scale skirmishes and attacks that generally target infrastructure, such as agricultural silos or weather control stations. This lead to many fire attacks, which were however usually easily contained before they could become a widespread problem. But the situation seems to be anything but under control now in the town of Vertaviasta, which is encircled by fire that draws closer at all times, cutting off all paths of escape. The fire has already claimed lives of several people in the area, yet strangely some of the charred bodies were found clawed, ripped to pieces and half-eaten.

Your task is to prevent the town from being swallowed by fire entirely, while ensuring that the fires can be safely put out. Any means to achieve the task are acceptable, but mass casualties (in dozens) either from your own doing or your own inaction must be avoided.
